Thomas Ackerley’s proposals to supply London with water was roundly attacked by Blackmore. This broadside represents his response to that attack, criticizing Blackmore for broadly plagiarizing his proposals, and concludes “Upon the Whole, Mr. Blackmore’s Scheme (as proposed in his PLAN) is IMPRACTICABLE.”.
